The simulation runs on your own computer; this page shows it and lets you control it. The small Virtual Basys 3 program has to be running.
Your browser may ask to open Virtual Basys 3: click Open (tick “Always allow”, then it does not ask again). The game starts by itself when the program is ready.

The built-in games marked ▶ plays in your browser run right here. GitHub games, games shared by students and your own Vivado projects run on the small Virtual Basys 3 program (Windows, no admin rights needed).
Extract the zip and double-click INSTALL.bat. When it is running this page switches over by itself.
